It begins the moment a person recognises that the good of another is also their own responsibility.<\/span><\/figcaption><\/figure>\n\n\n\n\n<p class=\"jc-kicker wp-block-paragraph\">Handbook of values and standards<\/p>\n\n\n\n<p class=\"jc-lead wp-block-paragraph\">Just Council is a doctrinal platform for ethical, philosophical and civic commentary, at whose core lies a culture of justice (Just Culture) understood as an infrastructure of trust. It is neither a party-political nor a devotional project. It is a way of speaking about responsibility, guilt, repair, proportion, dignity and the future \u2014 in a language that unites spirituality, reason, historical experience and institutional practice.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote jc-descriptor is-layout-flow wp-block-quote-is-layout-flow\"><p>Just Council \u2014 a culture of justice (Just Culture) as an infrastructure of trust.<\/p><\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"trzy-zrodla\">Three civilisational sources<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The doctrine draws deliberately on three traditions that have shaped Europe and the Western world. None of them is treated here as exclusive or as superior to the others \u2014 together they form a single, coherent language of responsibility, intelligible to believers and secular readers alike.<\/p>\n\n\n\n<div class=\"wp-block-columns jc-sources is-layout-flex wp-container-core-columns-is-layout-072e393d wp-block-columns-is-layout-flex\">\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n\n<h3 class=\"wp-block-heading\">Jerusalem<\/h3>\n\n\n<p class=\"wp-block-paragraph\">The source of conscience, covenant, responsibility, hope and the call to justice. The Torah and the Bible are treated as a source of moral anthropology \u2014 not as an instrument of exclusion.<\/p>\n\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n\n<h3 class=\"wp-block-heading\">Athens<\/h3>\n\n\n<p class=\"wp-block-paragraph\">The source of reason, proportion and argument, and of the question of the common good, of measure, and of a person\u2019s responsibility towards the community.<\/p>\n\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n\n<h3 class=\"wp-block-heading\">Rome<\/h3>\n\n\n<p class=\"wp-block-paragraph\">The source of institutions, law, public order, the organisation of the state, the permanence of norms and practical responsibility for the system.<\/p>\n\n<\/div>\n\n\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"sprawiedliwosc\">Justice as a process, not a punishment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Justice is not an act of punishment. It is a process of restoring the proper relationship between truth, responsibility, repair and human dignity. This distinction is the starting point of the entire doctrine: where the search for someone to blame ends, the search for repair begins.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"just-culture\">Just Culture as the operational core<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Just Culture distinguishes between error, risk, negligence and cynicism. From this perspective, a system must not punish the disclosure of an error \u2014 for then it teaches people to conceal the truth. At the same time, compassion must not cancel responsibility. A mature institutional culture rests on truth, proportion and repair.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"trzynascie-wartosci\">The thirteen values<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The values are not a list to be recited mechanically. In Just Council\u2019s commentary and essays they function as the moral map of a text \u2014 woven into the prose as threads. Here, in the handbook of standards, we set them out for reference: thirteen elements of a single, integrated system.<\/p>\n\n\n\n<div class=\"wp-block-group jc-values-grid is-layout-flow wp-block-group-is-layout-flow\">\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-072e393d wp-block-columns-is-layout-flex\">\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>1. Justice<\/strong> \u2014 an order in which a person can return to the good; not revenge, but the restoration of proportion.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>2. Proportionality<\/strong> \u2014 the art of measure; a response commensurate with the deed.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>3. Responsibility<\/strong> \u2014 the capacity to stand in the truth and to make repair; not humiliation.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>4. Compassion with discernment<\/strong> \u2014 mercy that cancels neither truth nor responsibility.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>5. Moral neutrality of analysis<\/strong> \u2014 separating error from negligence, weakness from cynicism, a mistake from deliberate harm.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>6. Transparency<\/strong> \u2014 truth spoken without the immediate destruction of a person.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>7. Learning<\/strong> \u2014 a system that does not punish the disclosure of an error, but learns from it.<\/p>\n\n\n<\/div>\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>8. Trust<\/strong> \u2014 the infrastructure of community; the condition of an institution\u2019s survival.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>9. Dignity<\/strong> \u2014 the inviolable worth of the human person, independent of their error.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>10. Courage<\/strong> \u2014 the readiness to be the first to say that \u201cthis is not yet normal\u201d.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>11. Humility<\/strong> \u2014 mature strength, not weakness.<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>12. Solidarity<\/strong> \u2014 bearing the burden together. Am Israel Chai. Niech \u017cyje Polska! (Long live Poland!)<\/p>\n\n\n\n<p class=\"jc-value wp-block-paragraph\"><strong>13. Hope<\/strong> \u2014 active, not passive; \u201ca verb with a deadline\u201d.<\/p>\n\n\n<\/div>\n\n<\/div>\n\n\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The holistic rule: every Just Council analysis takes all thirteen values into account as its moral background, even when the text foregrounds one of them. A text on peace also contains responsibility, proportionality and courage. A text on technology contains trust, transparency and dignity. A text on healthcare contains justice, learning and compassion with discernment.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"jezyk\">The language of Just Council<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The voice of the doctrine is meant to be dense, humane and constructive. The aim is not to indict the world but to describe the path of repair \u2014 which is why a Just Council text addresses the person who works, decides, heals, manages, raises children and bears the consequences of their own decisions, not an audience waiting to applaud.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The argument is carried in paragraphs, not bullet points. Judgement concerns the mechanism and the act, never the camp. Analysis precedes judgement: first a description of how something happened, and only then the question of responsibility. Every text ends with a way forward, described as a choice rather than a command \u2014 a text without a way forward is inconsistent with the doctrine.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"kanon-i-obszary\">The Canon and its application<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The editorial standards in full \u2014 the voice, the editorial boundaries, the figure of the righteous, the register of interpretive anchors, the canonical maxims, the visual language and the rhythm of work \u2014 are collected in a separate document: <a href=\"https:\/\/justcouncil.com\/en\/canon\/\">The Just Council Canon<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The application of the doctrine in institutional practice \u2014 in the state, in healthcare, in the State Health Shield, in technology and sovereignty, in the oversight of artificial intelligence, in the politics of peace and in trade \u2014 is described on the <a href=\"https:\/\/justcouncil.com\/en\/areas\/\">Areas<\/a> page.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"jak-korzystac\">How we use this doctrine<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every Just Council publication \u2014 article, post, newsletter or address \u2014 is produced in the same sequence: establishing the subject (an event, a moral tension, a concept), verifying the facts, identifying the tension between values, analysing the mechanism before judging it, a historical anchor, conclusions for relations between people, and a way forward. A text without a way forward is, under this doctrine, inconsistent with the standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The doctrine is one and coherent. Its character, moral judgement and linguistic register do not drift from text to text \u2014 whether the subject is healthcare, technology, peace, trade or life among neighbours.
