Prologue: before you build an empire \u2014 get to know your neighbour<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is a temptation to which every generation succumbs: to build great things before building small ones. To dream of exports before learning to cooperate with the firm round the corner. To plan expansion before learning to keep one\u2019s word to the person on the other side of the wall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just Council does not begin with grand visions. It begins with the foundation \u2014 and the foundation of every civilisation, every nation, every organisation is the relationship between two people who have decided to trust one another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The neighbour is not an abstraction. It is the doctor on duty next to you. It is the firm in the neighbouring office. It is the official at the counter opposite. It is the student on the next chair. It is the subcontractor, the counterparty, the colleague. It is the person with whom you share a space \u2014 physical, professional, civic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the tradition from which Just Council grows \u2014 in the wisdom of the Torah and the Gospel \u2014 the commandment \u201clove thy neighbour\u201d is not a poetic ornament. It is an operational instruction. It is the foundation of the social order. It is the first principle of building a nation that is meant to endure.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">II. What science says: strength lies in the network, not in the individual<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Social capital \u2014 the invisible currency of strong nations<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Robert Putnam, a political scientist at Harvard, spent thirty years investigating a question that ought to give every Polish leader no peace: why do some communities prosper while others \u2014 with the same resources \u2014 decline?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He captured the answer in the concept of social capital: networks of mutual relationships, norms of trust and a readiness to cooperate, which form the invisible infrastructure of every society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Putnam showed that the regions of Italy with high social capital \u2014 where people knew their neighbours, trusted institutions and engaged in local organisations \u2014 had more effective local government, faster economic development and a higher level of public health. Regions with low social capital were poorer, worse governed and more corrupt. Under identical legal frameworks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Poland this lesson is painful. The level of social trust in Poland hovers around 22\u201324% \u2014 compared with over 60% in Denmark or Norway.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Dunbar\u2019s number \u2014 how many relationships fit in a builder\u2019s brain<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Robin Dunbar, an anthropologist at Oxford, discovered that the human brain is capable of maintaining stable social relationships with at most around one hundred and fifty people. Within that limit he identified concentric circles of closeness:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>5 people<\/strong> \u2014 the intimate circle, whom you call in a crisis<\/li><li><strong>15 people<\/strong> \u2014 close friends, whom you trust unconditionally<\/li><li><strong>50 people<\/strong> \u2014 good acquaintance and regular cooperation<\/li><li><strong>150 people<\/strong> \u2014 the limit of community, everyone you trust<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">The prisoner\u2019s dilemma \u2014 why cooperation beats egoism<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Robert Axelrod of the University of Michigan held two computer tournaments of the iterated prisoner\u2019s dilemma, publishing the results in 1980 (and summarising them in his 1984 book). Both were won by the Tit for Tat strategy, submitted by Anatol Rapoport:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Begin by cooperating.<\/li><li>If your neighbour cooperates \u2014 continue.<\/li><li>If he betrays you \u2014 respond with betrayal. Once.<\/li><li>If he returns to cooperation \u2014 forgive at once.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The four features of the winning strategy read like a Just Culture manifesto: kindness, proportionate retaliation, forgiveness and transparency.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Elinor Ostrom \u2014 a community that can govern itself<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Nobel Prize in Economics, 2009. Ostrom overturned the myth of the tragedy of the commons. Communities with clear rules, mutual monitoring and proportionate sanctions managed common resources better than markets and better than the state. Her principles are a practical Just Culture manual for neighbours.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">III. What history says: a nation of neighbours that endured<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Organic work \u2014 when Poland was built from neighbour to neighbour<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">After the defeat of the January Uprising of 1863, the response was organic work. In 1890 Franciszek Stefczyk founded the first savings and loan cooperative in Czernich\u00f3w. By 1939 more than six thousand such cooperatives were operating, with three million members. These were communities of trust. A neighbour lent to a neighbour because he knew him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edward Abramowski wrote that the true revolution takes place not in parliament but in people\u2019s consciences and in their everyday cooperation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Solidarity \u2014 ten million neighbours<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">August 1980, the Gda\u0144sk Shipyard. Ten million people in a movement that changed Europe. Jadwiga Staniszkis called it a self-limiting revolution \u2014 a movement that won not by force but by solidarity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Poland reached its greatest strength when ten million neighbours decided to trust one another.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The kehilla \u2014 a lesson in community<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">For more than eight hundred years Poland was home to the largest Jewish community in Europe. The kehilla was a system of mutual responsibility, founded on the principle that the whole community is responsible for one another.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">IV. The doctrine of the neighbour \u2014 the principles of Just Council<\/h2>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Solidarity is a system, not a sentiment.<\/strong> You build in such a way that your success strengthens your neighbour.<\/li><li><strong>Trust is built in small gestures.<\/strong> Every deadline kept is a deposit into a shared account.<\/li><li><strong>Transparency towards your neighbour is a strategy<\/strong>, not a concession.<\/li><li><strong>Proportionality in relationships.<\/strong> You may punish, but you do not destroy.<\/li><li><strong>Learning from your neighbour is wisdom.<\/strong> You learn in relationship, not in isolation.<\/li><\/ol>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">V. The neighbour\u2019s manifesto<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>To the doctor and the nurse.<\/strong> Medical teams that treat one another as neighbours \u2014 with respect, trust and a readiness for mutual correction \u2014 save more lives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>To the hospital director.<\/strong> A hospital exists within an ecosystem. Your agreement with the ambulance service, your relationship with primary care, your contract with the medical university \u2014 this is institutional neighbourliness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>To the civil servant.<\/strong> Polish public administration too often works in silos. Kwiatkowski built the Central Industrial District by coordinating many ministries, not by setting them against one another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>To the young person.<\/strong> Putnam showed that people with strong social networks live longer, earn more and enjoy better mental health. Dunbar says: you have room for one hundred and fifty relationships. Do not waste them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>To the entrepreneur.<\/strong> Axelrod proved mathematically that in the long run cooperation beats rivalry. Pay on time. Keep your contracts. Build an ecosystem, not an empire. An entrepreneur\u2019s patriotism is not buying Polish flags \u2014 it is buying from Polish suppliers and training Polish workers.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity jc-sep\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">VI. Epilogue: the neighbour you do not see, but who holds you up<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Midrash (Leviticus Rabbah 4:6) tells the story of a boat in which one passenger begins to bore a hole beneath his own seat. When his fellow passengers protest, he replies: \u201cI am boring under my own place \u2014 what business is it of yours?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer is obvious: there is only one boat.
