When we think of a shield, we picture a soldier. A wall. A border. Something that stands between us and the threat.<\/p>\n\n\n\n
Yet the true shield of a nation rarely looks like a shield.<\/p>\n\n\n\n
More often it looks like a district hospital that keeps working even when the power fails across the region. Like an emergency department that does not crack when a wave of illness arrives. Like a system that remembers that security begins not on the training ground but at the patient\u2019s bedside.<\/p>\n\n\n\n
For years I have been working on something we call the State Health Security Shield. And the longer I work on it, the more clearly I see that it is neither a technological nor a military project. It is a moral project.<\/p>\n\n\n\n
For the health of the citizen is the state\u2019s first duty towards the human person. Not a privilege. Not a service. A duty. And a state that cannot protect the health of its people in a crisis \u2014 in a pandemic, in war, in disaster \u2014 loses something more than efficiency. It loses trust. And a nation without trust is like a shield with a cracked grip: it looks solid until the first blow falls.<\/p>\n\n\n\n
In the doctrine I am developing within Just Council, resilience is never an end in itself. It is a form of responsibility. We build hospitals resilient to cyberattack not because we are fascinated by technology, but because behind every system stands a person who trusts that someone thought of them before the threat arrived. We build continuity of operations not for the sake of an audit, but because a patient on dialysis cannot wait for the power to come back.<\/p>\n\n\n\n
This is precisely the place where justice meets security.<\/p>\n\n\n\n
For a just system is not one that works well in good times. Every system works while the sun is shining. A just system is one that does not abandon the weakest when the storm comes. One that protects the patient in a small town just as it does in a great clinic. One that treats continuity of care not as a cost but as an obligation towards another human being.<\/p>\n\n\n\n
Polish history has taught us one thing better than any textbook: security that we do not build ourselves will be built for us by someone else \u2014 on their terms. That is why health resilience is not a luxury of wealthy states. It is a condition of sovereignty.<\/p>\n\n\n\n
I am not building this shield alone. No one will build it alone. It is built by hospital directors who invest in security instead of postponing it. By doctors and nurses who stay when others leave. By officials who remember that behind the number of beds stands a real person. By entrepreneurs who supply equipment and technology not merely to make a profit, but so that the Polish patient may be safe.<\/p>\n\n\n\n
These are the builders of the shield. And it is they \u2014 not declarations, not statutes, not conferences \u2014 who decide whether, in the hour of trial, the nation will be able to defend itself.<\/p>\n\n\n\n
That is why today I do not ask whether we can afford to build health resilience. I ask whether we can afford not to build it.<\/p>\n\n\n\n
